Japan Rugby Union is sending Mr Takanori HATTORI a rugby coach to the Republic of Kyrgyzstan as a part of its contribution activities to Asian rugby, “the Asian Scrum Project”, through the JICA’s volunteer programme.
The Japan Rugby Football Union, in cooperation with the Japan International Cooperation Agency (JICA), dispatches a rugby coach to the Republic of Kyrgyzstan in Asia as a part of its contribution activities to Asian rugby, “the Asian Scrum Project”, through the JICA’s volunteer programme.
The goal of dispatching a rugby coach is development of the game in the country and the coach will engage in a variety of activities such as promotion activities targeting local youth people, technical coaching for the performance improvement of both club and national teams and coach education for local coaches and administrators.
The coach will be dispatched as a JICA’s Japan Overseas Cooperation Volunteer (JOCV), of which programme targets people between the ages of 20 and 39. In this programme, the volunteers work with using their own skills and experiences based on the needs of developing countries.
The JRFU and the JICA concluded a cooperation agreement as the JICA-JRFU Scrum Project in July 2013 and are going to dispatch more JICA volunteer rugby coaches so that the project can contribute to the sound nurturing of young people and domestic human resources development at the same time,.
THe JICA Volunteer Programme
The JICA’s volunteer programme are operated by the JICA in the budget of the Japanese government’s ODA. Based on needs from developing counties, the JICA recruits, selects, trains and then dispatches volunteers who have and “wish to utilize” appropriate skills, knowledge and experiences as appropriate “for people in such developing countries”. The main purposes are; (1) to contribute to economic and social development and reconstruction of developing counties, (2) to deepen friendship and mutual understanding and (3) to cultivate international standpoint and return volunteer experience to society.
Particularly, the JOCV program was inaugurated in 1965 and over 38,000 volunteers participated dispatched in its long history.
Recruitment targets Japanese citizens between the ages of 20 and 39 (JOVCs/Youth Volunteers for Nikkei communities) and other Japanese citizens between the ages of 40 and 69 (Senior Volunteers/Senior Volunteers for Nikkei Communities) separately. The areas of cooperation cover wide range including agriculture, forestry and fisheries, sanitation, education and culture, sports as well as planning and public administration. The characteristic of the JICA Volunteer Programme is that volunteers can utilize their own knowledge, skills and experiences. The regular dispatch period is 2 years while short-term volunteer programme is also available for a minimum of 1 month.

After the arrival, I will be attached to the National Sport Academy and engage in rugby coaching. I would like to try my best in both rugby development and promotion so that the game of rugby can give the people in Kyrgyzstan something to dream and live for".
The project has been created as the key component of the JRFU’s activities to realize the philosophy of the RWC 2019 Host Union, “Rugby World Cup for Asia”, for the game’s development through and after 2020 in Asia. and its goals are the Promotion and development of the game of rugby in Asia / increase in Japan’s presence in Asia region / creation of support system for the Ruby World Cup 2019 in Japan / development of Japanese coaches and administrators.
